Urban Design Study for the Wan Chai North and North Point Harbourfront Areas – Feasibility Study



AECOM was commissioned by the Planning Department as lead consultant to develop planning and urban design framework as well as harbourfront enhancement proposals for the 3.8-kilometer-long waterfront along Wan Chai and North Point for future implementation. The study area was about 37 hectares, including 22 hectares of water area.


As one of the most prominent sections of the Victoria Harbour waterfront, the project site aims to strengthen our connection with the water, enhance vibrancy and functionality of the public realm, and improve connectivity with hinterland. Five precincts, each with different design themes and diverse experiences, were proposed to articulate and integrate with the adjoining New Central Harbourfront, as well as various interfacing infrastructure, local heritage, and key public facilities such as the Golden Bauhinia Square, the Hong Kong Convention and Exhibition Centre, the Exhibition Centre MTR station and a potential urban water recreation center. Views and consensus from general public and stakeholders were gauged on the design proposals through a two-staged public engagement exercise, a series of workshops, exhibitions, focus group meetings and other activities.

Urban Renewal Planning Study of Yau Ma Tei and Mong Kok



The Hong Kong Urban Renewal Authority appointed AECOM to conduct a comprehensive baseline review on Yau Ma Tei and Mong Kok, the densest old districts in Hong Kong, with a combined population of about 213,000. We identified potential areas for restructured land use in the site covering a total area of 2.12 square kilometers. We adjusted part of the street profile, combined smart city and placemaking concepts, and transform the area to a place that includes redevelopment, rehabilitation, preservation, revitalization and retrofitting elements.


The study updates the outline development concept blueprint options, and concurrently reviews the current institutional framework and implementation mechanism, including the feasibility of “plot transfer”, and incorporates the proposed implementation strategy into the concept blueprint for testing. The results of the study aim to enhance land use efficiency and optimize redevelopment potential through a holistic district-based approach to urban renewal that regenerate Yau Ma Tei and Mong Kok into a livable, sustainable, diverse and vibrant metropolitan hub, while reinforcing it as an area representing the rich local and cultural heritage of Hong Kong.

City Rail Link, New Zealand

The City Rail Link (CRL) project is set to be a game-changer for Auckland’s public transport with 3.45km of underground rail tunnels that will more than double the city’s rail capacity. As part of the Link Alliance, AECOM, with our alliance design partners WSP and Tonkin & Taylor, are pushing the boundaries of what’s possible using BIM on linear infrastructure. The team has improved efficiency and reduced risk on the project, and at the same time enabled greater visibility of the overall project design.


The digital engineering team is using a common data environment, to ensure that all 200+ project designers and engineers are working in a single online location with the latest updated designs. The geographically dispersed engineers, across eight different teams, can collaborate and live-share over 50 different models, and simultaneously interrogate and review the current design via a web browser, without any additional software or hardware requirements. We employed a combination of traditional Building Information Modelling (BIM) processes, as well as some newer parametric design and generative design processes. This reduced tunnel design modelling time from weeks to hours. When designing the cross-passages (short tunnels that connect two parallel tunnels) in the main tunnels, we used a completely parametric design approach. A cross-passage is a highly complicated element that must be placed based on the physical arrangement of the precast tunnel segments (rotation, tapering, key segment position, etc). Visual programming and computational design have been critical in performing a theoretical calculation of the Tunnel Boring Machine (TBM) ring placement based on an algorithm that aims to minimize the diversion from the design alignment.


We also deployed generative design within the tunnel design to create the ‘kinematic envelope’. This is the space allocated for the safe passage of the moving trains through the tunnel. Engineers used the modelled kinetic envelope to check that the design met the requirements and ensure that no element would be positioned in a way to obstruct the safe passage of the train. This generative design approach saved a considerable amount of time, by reducing several iterations which normally involve interaction with many different disciplines and technical experts.


When open in 2024, CRL will transform the downtown Britomart Transport Centre into a two-way through-station that better connects the Auckland rail network by at least doubling the rail capacity.

Elizabeth Line, United Kingdom

The Elizabeth Line, formerly known as Crossrail, is among the most significant infrastructure projects ever undertaken in the United Kingdom. From improving journey times across London, to easing congestion and offering better connections, it has changed the way people travel around the capital.


The route runs over 62 miles (100 kilometers) from Maidenhead and Heathrow in the west, through tunnels under central London to Shenfield and Abbey Wood in the east. A total of eight tunneling machines were used, each tunneling machine was a 1,100-ton (1,000-metric ton), 492-foot (150-meter) long underground factory with 20-person ‘tunnel gangs’ working in shifts throughout the day.


At peak times, the tunneling machines aimed for approximately 328 feet (100 meters) of tunneling progress per week — as the tunneling machines moved forward, precast concrete segments were built in rings behind — 250,000 tunnel segments were used to line the 26 miles (42 kilometers) of tunnels.


4.9 tons (2.7 million metric tons) of excavated material from the tunnels were shipped to Wallasea Island in Essex where a 285-acre (115-hectare) nature reserve was created.

Lee Tunnel, United Kingdom

The Lee Tunnel, part of the Thames Tideway Project, conveys Abbey Mills storm flows to Beckton Sewage Treatment Works, and helped solve the sewage discharging into the River Thames via the River Lee. AECOM carried out the Reference Design of the Lee Tunnel for Thames Water.


The Lee Tunnel, 7km long and 7.2m ID, was constructed as the first phase of the Thames Tideway Project. It was driven by a tunnel boring machine (TBM) from an 80m deep, 25m ID shaft at Beckton Sewage Treatment Works through chalk to a reception shaft at Abbey Mills Pumping Station in Stratford. The shaft at Beckton used 100m deep diaphragm walls, which are 1.5m thick. Diaphragm walls of such dimensions are the largest of any built in Europe. One of the main challenges for the shaft design was the flotation given the great depth of the shaft and high ground water levels. The tunnel lining comprises reinforced segmental primary lining and castin-situ reinforced concrete secondary lining.


As well as the reference design for the tunnel and shaft works, AECOM was involved in carrying out the settlement assessment and analyzing the impact of ground movements on third party structures. Other input has included the reference design for the shaft internals, head house structures and M&E systems, including pumping station.

London Power Tunnels, United Kingdom

Phase 2 of National Grid’s London Power Tunnels scheme will replace three sections of existing buried electricity cables in South London with a new purpose-built cable tunnel system. The routing of transmission cables underground through tunnels will minimize disruption both during the construction works and throughout the life of the cable network, while also providing the ability to increase capacity.


Phase 2 of the scheme is divided into packages of works, with Package 2 consisting of the tunnelling and shaft works, worth approximately £350m-400m. AECOM was appointed as the designer, providing technical advice, detailed design, design verification and addressing the various design interfaces for the project.


The scope of the works includes the design and construction of approximately 32.5km of 3m ID tunnels in 5 drives. Due to the scheme alignment, the tunnels will be constructed through most of the stratigraphy of the London Basin using Open Face and Earth Pressure Balance Tunnel Boring Machines. The tunnel linings will be formed using fibre-reinforced segmental linings. We were also involved in carrying out of the settlement assessment and analyzing the impact of ground movements on third party structures, and the design of a reception portal at the existing Wimbledon shaft at the Western end of the alignment.

Stockholm Bypass, Sweden

We dig deep into our work on the Stockholm Bypass – a new 21-kilometre highway bypassing the center of the Swedish capital – which boasts one of the world’s longest road tunnels. Partnering with a local consultancy, we designed one of Sweden’s largest civil engineering projects. This new dual, three-lane highway forms part of the existing E4 highway, linking the northern and southern parts of the Swedish capital. Of the road’s 21 kilometers, 18 kilometers will be in subterranean tunnels – one of which will be among the world’s longest in the proximity of a city.


When complete, the bypass will not only relieve congestion in the city center but also reduce impact on the environment and surrounding residential areas. Our work on the bypass comprises two major components. Firstly, building new bridges, underpasses, tunnels and retaining walls, and upgrading current structures at the major Akalla/Häggvik interchange. Secondly, minimizing environmental impact when excavating and transporting the 19 million tons of rock to accommodate the tunnels.


Due to the project’s magnitude and scale, collaboration has been critical. This has involved a coordinated effort of more than 500 designers from 19 disciplines across seven countries. Together with our partner, we’re helping the client navigate complex challenges unique to tunnelling underground, such as solving water leakage issues and problems with rock quality.

The M4-M5 project is a major infrastructure project in Sydney that aims to improve the city’s transportation network. The M4-M5 Main Tunnel with the Rozelle Interchange and Iron Cove Link will constitute the M4-M5 Link, which together with the rest of WestConnex and Western Harbour Tunnel, Sydney Gateway and F6 Extension, will form a network of motorways that provides for the efficient flow of traffic between areas to the west of Sydney and destinations such as the CBD, Sydney Airport, Port Botany and areas to the south and north of Sydney. In addition, the M4-M5 Link will provide a western bypass to the city and north-south connectivity to and from local destinations.


AECOM worked on the complete project phase of WestConnex M4-M5 Link and Rozelle Interchange, from option development to the delivery of the D&C contract. Before we were awarded as the Technical and Environmental Advisor for M4-M5 Link in 2016 and Rozelle Interchange in 2018, AECOM was engaged as Interim Technical Adviser by Sydney Motorways Corporation – SMC (later WestConnex – WCX) in January 2016 to further develop the Strategic Project Definition report (September 2014) and prepare the Project Definition and Detailed Plan Report (July 2015). During the strategic assessment phase, our technical team worked closely with the SMC project team, to explore an exhaustive list of options. With the collaboration of the SMC project team, a preferred option was then locked in, and AECOM further developed the option to reference design for the Request for Tender (RFT) phase.


The twin mainline motorway tunnels between the M4 East at Haberfield and the M8 (previously known as New M5) at St Peters are approximately 7.5km long. The tunnels are designed to accommodate up to four lanes of traffic in each direction. The M4-M5 Link Stage 1 - Mainline Tunnels project has been completed in 2023, with roadheaders carving rock 43m below ground. The tunnels are the final and most critical components of the WestConnex project.

ABC Waters Projects by AECOM


AECOM embraced an integrated approach to transform waterways into a vibrant green corridor by realizing the full potential of water infrastructure while preserving the area’s original nature.


A strategic initiative to improve the quality of water and life by integrating the drains, canals and reservoirs with the surrounding environment in a holistic way, AECOM was appointed by the Public Utilities Board to carry out consultancy services for the Active, Beautiful, Clean Waters (ABC Waters) project at Sungei Tampines, Sungei Ulu Pandan, Sungei Simpang Kanan and Sungei Jurong Canal.
The revitalized rivers were redesigned to blend the waterways with the surrounding parks and spaces, create more recreational area for the community and bring them closer to the waterfront.
AECOM’s team of water, landscape and environment professionals was responsible for designing appropriate Water sensitive urban design (WSUD) elements such as rain gardens and cleansing biotope to help filter and cleanse the rainwater runoff before draining into the rivers and at the same time increase the aesthetic value to the area. This was done through planting to enhance the greenery along the redesigned footpaths, park connector and concrete canal walls of the two rivers. Plant species were selected to provide distinct characters to each river, enhance the existing landscape and at the same time addressing maintenance and irrigation demands.
The area along the waterfront was also spruced up with more plants, wider footpaths and communal areas such as shelters, lookout decks and seats, allowing people to get closer to the waterfront. Educational sculptures and signages were included to raise environmental and heritage awareness for the two water bodies.
Our integrated delivery approach was recognized and the project received Active, Beautiful and Clean (ABC) Waters certification from national water agency Public Utilities Board, a nod to our contribution towards improving the quality of water and life for the community.

Callosa Tunnel, Spain

AECOM carried out the preliminary and detailed designs for ADIF’s high-speed line platform between San Isidro and Orihuela, inclusive of a new rail tunnel. The Callosa Tunnel is approximately 2050 meters long, 300 meters deep, and the alignment travels through the localities of San Isidro, Granja de Rocamora, Cox, Callosa de Segura, Redován and Orihuela, all of them in the Spanish province of Alicante. Given the length of the tunnel, an evacuation gallery system is necessary. The proposed solution consisted of a 1,000 meter gallery parallel to the tunnel, discontinuous or interrupted in the central part of the tunnel. At these points, the parallel gallery joins the railway tunnel by means of two connecting galleries.


The double-track single-tube tunnel crosses the Callosa mountains and the new Callosa-Cox station. The work on the tunnel includes geometric design, construction system, support and coating, waterproofing and drainage, instrumentation and control, prescriptions and measurements for budgeting. Some of the notable risks that were overcome in the detailed design were the presence of karstifications, sub-horizontal stratification, instability of the front and detachments at outlets due to the limestone mountain and steep cliffs.

Deep Tunnel Sewerage System Phase 2, Singapore
新加坡深层隧道污水处理系统二期


The Deep Tunnel Sewerage System (DTSS) provides a cost-effective and sustainable solution to support Singapore’s continued growth and meet its long-term used-water infrastructure needs. The project uses deep tunnels to convey used water by gravity to centralized Water Reclamation Plants (WRPs) located at the coastal areas. Due to its scale and complexity, the construction of DTSS had to be carried out in two phases.


Phase 2 involves the construction of a 98 km-long network of deep tunnels and link sewers as well as the future Tuas Water Reclamation Plant (TWRP). AECOM, along with our joint venture partner, was appointed by PUB, Singapore’s National Water Agency, as the professional engineering services consultant overseeing the development, engineering and construction of Phase 2.


The tunnelling works for Phase 2, which involved 19 TBMs, was completed in 2023. Major construction activities for the casting of the corrosion protection lining, pipe jacking works for the link sewers, and primary cast-in installation of the 32 roller gate shafts are ongoing.


When complete in 2026, the DTSS scheme would have successfully halved the space used aboveground for used water infrastructure, freeing up to 150 hectares of land for higher-value land use.

Grand Central Madison, United States

A much-anticipated, one-seat ride to and from Manhattan is now a reality with the opening of Grand Central Madison. The new 700,000-square-foot rail terminal and concourse, located 10 stories below Grand Central Terminal, offers eight new tracks on four platforms — enabling direct Long Island Rail Road (LIRR) service to Manhattan’s Midtown East business district while providing direct connections to existing Metro North Railroad and New York City Transit subway services. Previously known as East Side Access, this new transit terminal — the largest in the United States — marks a generational shift for transit and for travelers in the region.


We served as the overall program and construction manager for Grand Central Madison, and we also provided architectural and structural design services as a subconsultant to the general engineering consultant. The primary components of the project included new tunnel connections in Queens, connecting the LIRR Main Line and Port Washington Branch to the 63rd Street Tunnel under the East River, tunnelling deep under midtown Manhattan from 63rd Street with new hard-rock tunnel boring machines, and tunnelling the lower level at Second Avenue to a new LIRR terminal directly beneath GCT’s existing lower level. Directly below the GCT train shed are new station caverns, each with an upper and lower level separated by a mezzanine level, and a new passenger concourse located within the footprint of the existing Madison Yard on GCT’s lower level, with escalator, elevator and stair connections to Grand Central’s dining concourse and the old arrivals waiting room, along with connections to the 45th Street and 47th Street cross-passages. This mega project opened in 2023 to much success and award fan-fair.

Hong Kong-Zhuhai-Macao Bridge Link – Immersed Tunnel
港珠澳大桥连接路沉管隧道


Passing through the Pearl River Estuary, the Hong Kong-Zhuhai-Macao Bridge (HZMB) is a mega cross-harbour link which will connect Hong Kong, Zhuhai and Macao to form a key portion of the National Express Highway network. AECOM, as a member of the consortium led by China Communications Construction Company Limited, was commissioned as the construction management consultant, providing project management and risk management services for an immersed tube tunnel and two artificial islands, as well as offering technical advisory for the design and construction of the immersed tunnel of this mega project.


Construction on the HZMB has been taking place since 2010 and successfully completed in 2018. With a total length of 35 kilometers, the main crossing of HZMB which adopts a bridge-cum-tunnel dual 3-lane highway arrangement runs from an artificial island off Gongbei of Zhuhai and reaches Guangdong-Hong Kong boundary, passing through major navigation channels including the west side of Lingding Channel, the Tonggu Channel, the Qingzhou Channel, the Jiuzhou Channel and the Jianghai Channel, of which 6.7 kilometers will be carried in immersed tunnel under water and two artificial islands. The 5,664m immersed tunnel is the longest highway road immersed tunnel in the world. Since the project was built in the open sea, the design and construction of tunnels and artificial islands faced a series of world-class engineering challenges like long-distance ventilation and safety design (6.7 kilometers in length and max 43-meters in depth) of the tunnel, pre-fabrication, towing and installation under high water pressure, as well as construction of the west and east artificial islands.


The project received three international major tunnelling awards. Completion of the bridge met the demand of passenger and freight transportation from Hong Kong, the Mainland and Macao, and establish a new land transport link between the east and west coasts of the Pearl River, enhancing the economic and sustainable development in the region.

Inner Doha Re-sewerage Implementation Scheme, Qatar
卡塔尔多哈内城再污水处理实施计划


The Inner Doha Re-sewerage Implementation Scheme (IDRIS) was a three-year project to upgrade the capital's aging wastewater infrastructure, raise living standards and reduce pressure on the existing drainage network. As part of a joint venture, AECOM provided lead design services and support during construction for two of the three IDRIS main sewer tunnels.


The tunnels run beneath the southern part of the capital, extending 45 kilometers through the southwest area of Doha where a deep pumping station takes sewage to the surface for treatment and recycling via irrigation. The internal diameter of the tunnels range between 3-4.5 meters. With a maximum depth of 60 meters, the tunnels presented several technical challenges: abnormally high groundwater pressure, karstic geology, and potential of high groundwater flows into shafts and tunnels.


Based on our geotechnical and groundwater advice, different approaches were utilized to manage the groundwater at the shafts. Solutions included a vertical shaft machine, grouting followed by open excavation and diaphragm walls. The new lines are designed to be self-cleaning and maintenance-free, with a service life of 100 years. Materials were selected to withstand exposure to the corrosive sewer environment and hypersaline ground conditions.


Completed on schedule in early 2019, the new gravity system has facilitated the closure of more than 20 old pump stations located in residential and commercial areas, while ensuring Doha’s wastewater infrastructure can support predicted population growth in years to come.

Mumbai Metro Line 3, India

Cited by The Wall Street Journal as “one of the world’s most audacious transit projects”, the Mumbai Metro Line 3 (MML3) – also known as Aqua Line 3 – is set to be India’s first fully underground metro route. Our team is providing design and supervision consultancy for this 21 miles (33.5 kilometres) long metro facility, which is completely underground and joins Colaba – Bandra – SEEPZ in Mumbai, connect south Mumbai to the city’s western suburbs. It is one of the world's longest metro tunnelling projects with 27 metro stations.


The line is expected to cut commute times by up to 50 per cent, positively impacting millions of commuters who spend as much as four hours per day travelling to and from work. In providing specialist design, supervision, quality control, safety and control management services – this includes tunnelling directly underneath several working facilities including historic buildings, temples and residential areas.

Pawtucket Tunnel Project, United States

The Pawtucket Tunnel Project is the first part of the Narragansett Bay Commission (NBC) Phase III Combined Sewer Overflow (CSO) Program designed to reduce CSOs from the communities of Pawtucket and Central Falls in Rhode Island.


The project is being implemented using a design-build delivery process for which AECOM is the lead engineer, and engineer of record with oversight of four subconsultants. We developed 10 engineering design packages in an aggressive 13-month design schedule.


Projected to be complete by the end of 2024, the Pawtucket Tunnel has a finished inside diameter of 30 feet and a length of approximately 11,700 feet. The tunnel is built in complex sedimentary rock formations with depth to invert ranging from 115 to 150 feet.


The tunnel is excavated using a hybrid Tunnel Boring Machine (TBM) capable of operating in a closed pressurized-face earth pressure balance (EPB) mode, if conditions warrant, and lined concurrently with gasketed precast steel fiber reinforced concrete segments. Other elements include an 80 foot finished diameter pump station shaft and four vortex-style drop shaft structures along the tunnel alignment. Microtunneling is used to construct a 1,000 feet connecting adit between one of the drop shafts and the mainline tunnel.


The innovative tunnel lining design consists of boltless precast segmental lining with large key segment to improve long-term durability. The lining is designed for all ranges of ground and hydrostatic conditions along the alignment, as well as for design seismic racking deformation. All the permanent project components are reviewed to meet a required 100-year design life.


The team worked with the NBC, the owner’s project manager and state permitting agencies to fast-track multi-phase, multiple permit program for site work, soil disposal, muck management, groundwater treatment, and traffic management. A unique aspect of the permitting was to design and construct a new outfall for the discharges of the groundwater treatment system to the Seekonk River along a steep embankment. This outfall included diffusers along the riverbed that required approval by the US Army Corps of Engineers and not impede the navigability of the Seekonk River.

Tseung Kwan O–Lam Tin Tunnel, Hong Kong

We were appointed by the Civil Engineering and Development Department of the HKSAR Government to provide investigation, preliminary design, detailed design and contract administration services for the Tseung Kwan O–Lam Tin Tunnel (TKO-LTT). The TKO-LTT was built to meet the traffic demand of Tseung Kwan O, a new town that is continuously developing. Our expert knowledge in mined tunnelling and creative design options gave the client the assurance that we were the best consultant to manage, deliver and complete this eminent project.


TKO-LTT consists of a dual two-lane highway about 3.8 km long; of which about 2.2 km is in the form of tunnel, linking the Cross Bay Link in the east, the Cha Kwo Ling Tunnel and Trunk Road T2 to Kai Tak in the west, and the existing Eastern Harbour Crossing (EHC), a road and rail tunnel across Victoria Harbour, in the south. A temporary cofferdam, a reclamation technology adopted for the first time in Hong Kong, was installed to safeguard the nearby waters from the reclamation works by enclosing a 7.4-hectare marine area. Another innovation involved encasing part of the ventilation building in the cavern, which cut down the carbon footprint and inert waste, and preserved precious habitat by preventing extensive slope cutting.


This major civil infrastructure project comprised many engineering disciplines such as tunnel blasting, surface blasting, reclamation, marine viaducts, grade-separated interchanges, footbridges, underpasses, buildings, geotechnical, environmental, landscaping, electrical and mechanical and traffic control and surveillance system. The complicated road alignment and multi-level bridgeworks, and the blasting works done near the metro tunnels, EHC, residential buildings and squatters posed extra challenges. Detailed planning and rigorous supervision were essential for the project’s success.

Tuen Mun-Chak Lap Kok Link, Hong Kong
香港屯门至赤鱲角连接路


With the increased traffic congestion and population growth, the Hong Kong Highways Department proposed the TM-CLKL, a strategic transportation link connecting the Northwest New Territories with the Hong Kong Zhuhai-Macao Bridge and the Hong Kong International Airport. AECOM was the Engineering Design Manager, providing detailed preliminary design, bridging documents, tender documents, bid review, as well as design and construction management services for the dual, two-lane underwater tunnels approximately 3 miles (5 km) long. The contract included architectural, building, civil, geotechnical, tunnelling, bridge structures, traffic, Environmental Impact Assessment (EIA), landscaping, electrical and mechanical services.


This project was initially proposed as an immersed tube tunnel but there were several challenges associated with this method including: impacts to the ecological environment of the protected Chinese White Dolphin, diversion of the subsea power cables serving the airport, and dredging operations that affected the main shipping channels. As a result, AECOM proposed a bored tunnel alternative that was more environmentally sensitive and shortened the overall construction schedule by three years. The client accepted the bored tunnel alternative and the new technology.


Incorporating the TBMs not only resulted in a faster construction schedule, but also lower construction risk. Our scope included deploying the world’s largest TBM at 57.7 feet (17.6 m) in diameter to construct 1,800 feet (549 m) of tunnel in soft ground, as well as two 2.7-mile (4.3km) long, 46-foot (14 m) diameter tunnels, more than 164 feet (50 m) below the shipping channel in 90% soft ground (marine deposits and alluvium). The TM-CLKL became the first undersea bored tunnel in Hong Kong.

Future Proofing Hong Kong’s Traffic Networks



Road transportation is a critical component of urban life, but it also brings challenges such as congestion, road risk, and pollution. Cities worldwide, including Hong Kong, are working to build smarter road transportation systems that offer safer, greener, and more efficient mobility. AECOM is actively involved in these efforts, applying technology and data analytics to enhance traffic and incident management.


Hong Kong's dense and heavy road use necessitates innovative traffic management systems. AECOM, commissioned by the Transport Department, developed the Traffic Incident and Management System (TIMS), a digital platform that fuses real-time traffic data, enabling more effective incident response.


The development of areas like the Northern Metropolis offers opportunities to integrate such smart systems from the ground up. The Greater Bay Area could benefit from these advances and other innovations like automated parking systems and AV-ready roads, enhancing transport efficiency and the overall travel experience. As Hong Kong's road network expands, efficient and sustainable traffic systems powered by technology and data will become even more crucial.

Hong Kong West Kowloon Station


Located in the heart of Hong Kong and equipped with fifteen tracks, West Kowloon Station (WKS) is a multi-level underground structure with a footprint of more than 10 hectares (25 acres). It is the largest and deepest underground facility of its kind, with a depth of 30 meters below ground.


Being the southernmost terminus of the national 22,000 km long high-speed passenger rail network, WKS forms the gateway to Mainland China, directly connecting Hong Kong to other major hubs in the country. It functions more like an international airport than a rail station, and accommodates co-located HKSAR and Mainland boundary control facilities. Completed and opened in September 2018, the WKS is now serving passengers on their journeys on the Express Rail Link daily.


Built on reclaimed land, the scale of excavation and structure of this underground project was one of the largest in the civil engineering history of Hong Kong. Following a successful completion of the preliminary design for WKS, AECOM – Aedas Joint Venture was commissioned to undertake the detailed design of the station. The foundation design effectively addressed the complex location of the site, which lies between two railway stations to the north of the West Kowloon Cultural District (WKCD), with large scale high-rise property development above.


Building a major railway station 30 meters underground, and creating an iconic urban landmark at the same time, were key challenges in this project. The AECOM – Aedas JV team addressed this by adopting an innovative architectural and structural design to create a large volume capped by a shell-like dome that rises from the earth, capturing daylight and sending it deep underground.


In addition, the services provided by AECOM included transport engineering design, landscape design, civil, structural and geotechnical engineering design, fire engineering design, scheme design and construction planning. These were delivered by our multi-disciplinary team, including Transportation, Geotechnical, Building Engineering, Water, Landscape and Environment, as well as those in our China Delivery Center.


Although the bulk of the WKS is an underground facility, the landscape emerges from the surroundings with a striking curved and striated roof. The AECOM team’s vision was to develop a green landscape within this densely populated urban setting. The public roof gardens, confluence park and open spaces efficiently weave together with the interior spaces and adjacent urban connectors to become a new urban fabric integrating the transport facilities into the WKCD, the harborfront and the city.


AECOM also played a key role in solving the interface issues with the WKCD during the WKS detailed design. Our team provided interface control documents for the future property developments adjacent to WKS, including the WKCD Interface Control Document and Top-side Interface Control Document for Transit-oriented Development (TOD). The improvement works led by AECOM are now integrated with the WKS structure, with possible connections to the wider WKCD internal road system, such as the underpasses along Lin Cheung Road and Austin Road West.


West Kowloon Station has been recognized with numerous awards for the various parties engaged for its design and delivery.

BIM Data Repository


The BIM Database (BIMDR) is a single, shared platform established by AECOM for the Hong Kong Civil Engineering and Development Department. Its purpose is to replace in-house data silos, harmonize BIM data standards for every agency, and create a common data environment that integrates BIM and GIS.


In Hong Kong’s push to become the world’s preeminent smart city, government departments responsible for roadworks, water services, maintenance, and power distribution began using BIM technology back in 2016.


However, the BIM data formats used by key government departments were a patchwork, with disparate objects holding back interoperability and collaboration.


To eliminate those barriers, Hong Kong’s Civil Engineering and Development Department (CEDD) launched a multiyear initiative to establish a single, harmonized BIM data standard that every agency involved in public works in Hong Kong would have to abide by.


Called Horizontal Harmonization for BIM/GIS Integration, the project is replacing in-house data siloes and a patchwork of different BIM approaches that have built up over years with a single shared platform. Integrating BIM and GIS allows users to visualize a digitally designed project in the context of its geographic location, thus reducing the risks and uncertainties associated with complex infrastructure projects.


The program falls under the First Phase development of the Kwun Tung North and Fanling North New Development Areas in Hong Kong. Infrastructure is being built to address the city’s long-term housing demand and provide employment opportunities as part of the Hong Kong 2030: Planning Vision and Strategy program.


“An IT infrastructure product to house all BIM data is the final project deliverable,” says Thomson Lai, Asia digital leader at AECOM, “It’s being hosted in the Hong Kong Government Cloud Infrastructure Services [GCIS]. It will be the digital platform for all government infrastructure projects in the future, allowing every stakeholder to create BIM models to the same standard and share them as needed.”


With the harmonization project concluding in April 2022 and the BIM standard and data repository now in rollout, Hong Kong’s infrastructure agencies are already seeing significant benefits.


The platform allows users to visualize projects in a 3D geographic context and use various analysis and simulation tools to reduce uncertainties and identify risks associated with complex infrastructure projects.


A major plus is that using common data platforms has sped up the handover of building information to the client—which also increases the business value of the data.


The BIMDR will become the digital foundation for all future government infrastructure projects and boosts the development of Smart City.

Cross Bay Link, Tseung Kwan O – Main Bridge and Associated Works


The Cross Bay Link (CBL) section of the Tseung Kwan O (TKO) project is a dual two-lane carriageway of approximately 1.11 miles (1.8 kilometers) connecting Tseung Kwan O – Lam Tin Tunnel (TKO–LTT) and Wan Po Road in Tseung Kwan O (TKO), one of the latest generations of new town development in Hong Kong with a population of about 400,000.


Completed in 2022, the CBL will help relieve traffic congestion within the TKO town center and along Wan Po Road, and minimize environmental impact on local residents. Upon the commissioning of TKO-LTT and the CBL, the journey time between TKO and Kowloon East will be reduced by about 20 minutes.


A project of many firsts, the CBL is the first marine crossing in Hong Kong combining the functions of carriageway, cycle track and footway in one bridge. The CBL connects to the cycle track network in TKO, forming a 3.1-mile (5-kilometer) long circular route along the coastline of Junk Bay. Adding to its symbolic and structural uniqueness, a landmark Eternity Arch was adopted for the centerpiece of the sea link. Two outward leaning arches and the gradually narrowing piers form an interconnected ring that resembles the mathematical symbol of infinity, reflecting the spirit of the vibrant town of TKO, filled with boundless energy and vigor.


The 656-foot (200-meter) double-arch steel bridge, which weighs about 9,843 long tons (10,000 tonnes) and is over 131.23 feet (40 meters) high, was prefabricated in Nantong, China, for around 1.5 years before delivery to site. It was then installed by the float-over method — a first in bridge construction in Hong Kong. Significant carbon reduction was achieved by using S690QL high-strength steel instead of conventional grade steel. Upon completion, it will be the longest steel arch bridge in Hong Kong, able to withstand super typhoons with wind speeds up to 320 kilometers per hour.


AECOM was appointed by the Civil Engineering and Development Department (CEDD) of the HKSAR Government in 2017 to provide a range of services for this iconic project, including detailed design of the entire sea link, site supervision and construction management. Dr. Robin Sham, AECOM’s global long span and specialty bridges director and a recipient of the Commander of the Order of the British Empire (CBE) honor, is the designer of the Cross Bay Link.

Environmentally Friendly Transport Services in Hung Shui Kiu New Development Area and Adjacent Areas


The Hung Shui Kiu/Ha Tsuen (HSK/HT) New Development Area (NDA) represents a new generation of urban development in Hong Kong, envisioned as a modern service hub to accommodate diverse economic activities and stimulate regional economic development. A key aspect of this initiative is the promotion of green mobility through a planned Green Transit Corridor, which includes a Green Transport System (GTS), pedestrian walkways, and cycle tracks.


AECOM has been appointed to facilitate Environmentally Friendly Transport Services in the Hung Shui Kiu NDA and adjacent areas. Our primary objectives include developing and formulating an integrated Green Transport Corridor (GTC) that features suitable green public transport modes, as well as cycling and pedestrian facilities. This approach aims to enhance connectivity and accessibility across various stages of development within the area.


Our services encompass alignment design, transport modelling and forecasting, engineering, cost and programme analysis, preliminary environmental assessment, financial evaluation, and procurement method and market sounding.


The planned green transit system will traverse the 16-kilometer-long Green Corridor, serving the HSK/HT NDA and Yuen Long South Development. It will connect with key transport nodes, including the Tuen Ma Line Hung Shui Kiu Station and Tin Shui Wai Station, the Light Rail Nai Wai Stop and Chung Fu Stop, and the proposed and existing public transport interchanges. The recommended transportation mode for this system will be road-based, incorporating a trackless tram and green bus system.

Liantang/Heung Yuen Wai Boundary Control Point


Being the seventh land crossing facilities between Hong Kong and Shenzhen, the Liantang/Heung Yuen Wai Boundary Control Point (LT/HYW BCP) encompasses not only border crossing facilities, but also the trunk road linking North-East New Territories to Liang Tang on Shenzhen’s East side. By providing another crossing option, this BCP will relieve congestion in the existing border crossings and significantly reduce traveling time between points. Furthermore, it will facilitate the extension of the economic hinterland between Hong Kong and Shenzhen, strengthening the linkage between Hong Kong and Guangdong East via Shenzhen, and to play a strategic role in the regional integration and co-operation effort.


AECOM was appointed by Civil Engineering and Development Department (CEDD) of HKSAR Government in 2011 to provide Detailed Design, Contract Administration and Construction Supervision services for this iconic project. The project scope comprises forming 23 hectares of land for the BCP and constructing the 11km long trunk road where 5.7km are road tunnels and 4.3km viaducts to enable commissioning of the BCP by 2018. Upon completion, the trunk road will provide a direct traffic link to the BCP from Fanling Highway improving connectivity in the North-East New Territories through connections to the local road networks.


Making a new record, the 4.8km long Lung Shan Tunnel as part of the project will be the longest road tunnel in Hong Kong at the time of its completion. To ensure adequate ventilation in this long and enclosed environment, AECOM has commissioned to conduct an engineering review on the tunnel ventilation system design, whereby our preliminary design determined a tenable egress path during emergency conditions with CFD analysis. We also assessed the air quality including CO, NOx, and visibility based on the standards of HKEPD and PIARC for projected traffic volumes.


Another first time in Hong Kong, this project used a single Earth Pressure Balanced (EPB) Tunnel Boring Machine (TBM) when constructing both northbound tube and southbound tube of the northern section of Lung Shan Tunnel, while the southern section of the tunnel was constructed simultaneously by conventional drill-and-blast method. The 14m-diameter TBM making a U-turn inside a huge cavern built at the junction of the northbound tube and the southbound tube was indeed a magnificent operations itself. The EPB TBM is the largest in Hong Kong at its time; it proves to be a cost-effective and time-efficient way to build tunnels under mixed ground conditions, and it also helps to secure the construction program and minimize disruptions to the environment.

Traffic Detectors on Strategic Routes in Hong Kong


As part of the Hong Kong Government's initiative to improve transport efficiency and safety, AECOM has been commissioned by the Transport Department to significantly expand the existing Traffic Control and Surveillance System (TCSS). The project aims to increase the coverage of traffic detectors along strategic routes from 45% to 80%, providing a more comprehensive overview of real-time traffic conditions.


AECOM's responsibilities involve not only the installation of about 560 traffic detectors but also the design and implementation of a central computer system for the control, management, and analysis of real-time traffic data. The detectors include video, Automatic License Plate Recognition, and Bluetooth types, each providing unique data such as traffic speed, volume, and journey times.


In addition to this, AECOM will review and plan for the application of Big Data Analytics on real-time traffic data, and design a data communication system for seamless data transfer. The project will greatly enhance the Transport Department's ability to manage traffic and respond to incidents.

Underground Utility Information System


The Underground Utility Information System (UUIS) is a 3D digital database with underground utility data contributed by participating government departments and private UU stakeholders or acquired by LandsD/ LandsD’s employed term contractors. The database aims to provide a common platform for government Bureaux / Departments (B/D), participating government departments and private UU stakeholders to contribute and share UU data; for the construction industry to plan and conduct the underground works efficiently as well as reducing road closure time arisen from excavation works. The database is initially shared with participated government departments, private UU stakeholders and their consultants and contractors. Sharing of the data will be extended to the other stakeholders including telecommunication stakeholders at appropriate stage.


Government departments and private UU stakeholders should have the responsibilities to ensure, to the best of their knowledge, the accuracy of the UU data they provided. Data users should further verify the data accuracy by their own. Data requesters should state in their requests why they need the data, and the data subsequently provided to them should only be used to meet their needs under the project. Data users should also observe the terms and conditions laid down. The shared UU data obtained from the UUMS should not be further shared with other parties without prior consents from LandsD’s Data Manager appointed for the UUIS. The essential foundation allows geo-enabled data to be created, shared, and integrated seamlessly for different domains and applications

West Kowloon Cultural District – Traffic Operation Plan & Environmentally Friendly Transport System


AECOM was commissioned by the West Kowloon Cultural District Authority to develop an Environmentally Friendly Transport System (EFTS) for the West Kowloon Cultural District (WKCD) in Hong Kong. WKCD is a vast cultural quarter situated along Victoria Harbour, with a vision to become a vibrant hub for arts, education, and open spaces.


To promote convenient and sustainable mobility within the district, AECOM was tasked with designing an EFTS that would facilitate visitor transportation, reduce energy consumption, and prioritize environmental protection. The project's scope involved several key components.


Established overall traffic operation strategies for WKCD
Analyzed and evaluated various potential EFTS options with recommendations
Conducted a forecast of the EFTS patronage
Assessed financial implications including initial costs, operational costs, and maintenance costs
Specified Functional and technical requirements for autonomous vehicles 
Prepared tender documents, invited tenders, and engaged in tender assessment
Developed field trial tests to assess the operational performance and safety of the autonomous vehicles
Identified concerns, constraints, and requirements for the future implementation of autonomous vehicles in WKCD

Qingpu New Town Low Carbon Urban Design


项目位于上海市青浦区中部,总面积3.2平方公里。该项目在低碳出行、低碳环境、低碳建筑、低碳能源和低碳生活五个维度践行全域低碳社区的打造。


低碳出行:构建区域智慧微公交系统,鼓励使用新能源汽车,减少燃油车出行量;提供光伏充电站、电动车专用停车位、巡游电动公交等。在步行体验上,打造舒适景观、提供遮荫人行道以及遮雨连廊、节点提供商业餐饮服务,创造具有人气的乐活街区。


低碳环境:有效提高碳汇,兼顾降低热岛效应及冬季保温;兼用常绿及落叶乔木,适当提高冬季阳光率;布置雨水花园,涵养地下水,进行雨洪管理,同时将雨水回收利用,达到节水效应;因地制宜设计生态型景观,恢复环境的自组织、减少灌溉用水及化学成分的喷洒使用,降低维护成本。


低碳建筑:引入智能办公与智能家居生活,提供定制化的空间、照明、空调等服务;藉由建筑再利用模式,有效保留传统建筑风貌、降低碳排放、提升舒适性;设立无动力体育馆、近零碳美术馆等公共建筑体现永续低碳。


低碳能源:利用建筑屋顶、公交站屋顶、风雨连廊等,提高再生能源比例;现有建筑改造,将水泥厂改造为筒仓储能示范中心;投资分布式可再生能源、电力市场交易、隔墙售电。


低碳生活:积极实践农田集市、社区农田、屋顶花园FarmtoTable的都市农田模式;举办无动力音乐节、零碳艺术展、零碳艺术市集等零碳活动。

位于西安市区的小雁塔,始建于唐代景龙年间,当时主要用作存放佛经古籍。这座拥有千年历史的古老建筑,见证并记录着长安古城的繁华盛世与时代变迁。随着周边社区的蓬勃发展,小雁塔所在的区域由原本盛极一时的都城核心变得愈发相形见绌,深陷日渐衰落的困境。由于该区域的历史空间格局遭到破坏,景观风貌杂乱无序,加之基础设施配套严重不足、街道步行体验差等问题,导致与周边的城市区域明显缺乏整体联动性。


因此,在小雁塔历史文化片区综合改造项目:西苑、南广场及市政道路景观设计中,AECOM 团队着力平衡现代城市发展与历史片区遗产保护的关系,以景观作为“重构”空间秩序的低干预手段,分别从四个维度构建场地与文物、城市、自然和人的关系,在新与旧的协同对话中,实现历史片区空间的活力复兴与现代重塑。

其碳中和兼容发展战略专项研究为园区系统地实现碳中和目标提供战略咨询服务,其中明确了规划、设计、建设、运营的碳中和战略要求,对接园区规划、城市设计、能源机电等环节的工作,并从碳中和兼容发展的角度对相关工作成果提出意见和建议。

深圳大沙河生态长廊

深圳大沙河全长13.7公里,起于羊台山,连接西丽大学城与深圳湾,是穿越深圳南山中心区的重要生态廊道。作为传承着南山记忆的“母亲河”,大沙河承载着周边居民的儿时美好回忆。然而,随着经济的迅速发展及人口的急剧增加,大沙河接纳的污染负荷远远超过其自净能力,致使污染程度急剧增加,河道也不再与城市有任何对话。


AECOM对大沙河进行重新规划,以本地历史、文化以及城市特质为灵感,对现有的河道两岸绿化、构筑物及设施进行品质提升,并贯通两岸自行车道及漫步道,打造用于体验及享受景观的灵活公共空间。同时,AECOM秉持了生态优先的基本理念,在规划中采取了多角度考量,不但确保了大沙河的防洪功能,也通过景观缝合了碎片化的都市生态,全面改善了南山的城市形象。该项目已荣膺2021年城市土地协会(ULI)全球卓越奖、2020年英国皇家风景园林学会大奖等多项殊荣。

深圳星河 WORLD 双子塔

深圳星河双子塔位于深圳工业发源地之一的龙岗区,是星河雅宝高科创新园的重要组成部分,作为在荒芜废弃厂区上打造出的生态绿谷,它是深圳产城融合和“城市更新”的代表作之一。


2021年12月,根据世界高层建筑与都市人居学会(CTBUH)高度评判标准认证,这一对高达 356 米/1,168 英尺的标志性建筑,在2023年建成之时,将为“中国最高的等高双子建筑”。荣膺这一极富盛誉的认证,象征着星河双子塔在超高层建筑技术上的突破与创新,也是对其为城市可持续发展做出非凡贡献的嘉奖。


自2011年以来,AECOM 包含建筑、规划、景观、交通等多专业在内的跨学科团队为该项目提供了建筑全过程服务。除此之外,AECOM 亦负责其所在的星河雅宝高科创新园的概念规划、重点区域景观及大部分单体建筑的全过程设计。
